What makes payroll so difficult? Simply put, there are no straight lines. Getting from gross to net pay is an adventure in applying sometimes conflicting federal and state tax laws, federal and state wage-and-hour laws, and federal and state paid leave laws.

With payroll, there is always more. The One Big Beautiful Bill Act, for example, heaps new W-2 reporting responsibilities on employers with tipped employees or employees who earn overtime. But not every tip or overtime payment qualifies, naturally.
