The new aggregation rule requires you to add up all your information returns from all departments to see if the 10-form threshold is met. This means all departments with tax-filing obligations must be on the same page because the penalties for failing to e-file are also going up.

Another challenge is that the data needed for state W-2 reporting may be more difficult to gather this year from far-flung employees. States are again cracking down on employers that haven’t withheld.
